JFL is seeking a highly experienced Human Capital Manager to lead our recruiting, interviewing, onboarding and retention processes. The ideal candidate will have extensive experience as senior recruiter or manager in the DOD cleared IT/Cyber space. Candidates will have strong social and leadership skills and excellent organizational abilities. They should be familiar with developing recruitment marketing strategies that effectively attract and retain top talent. Required Skills and Qualifications:

  • Must have extensive experience in recruiting cleared DoD IT and Cyber candidates.
  • Must have strong understanding of the DoD clearance process.
  • Demonstrated experience managing other recruiters and recruitment professionals.
  • Direct recruiting experience managing all phases of the process.
  • Proactive sourcing tactics and substantial initiative.
  • Excellent time management abilities and a proven ability to meet deadlines.
  • Experience managing recruitment process outsourcing (RPO) firms.
  • Proven capability to work with multiple team members.
  • Excellent social, communication problem solving, and leadership skills.

Duties to Include but not limited to:
  • Implement proactive recruiting tactics.
  • Draft, post, and manage job descriptions and requirements through internal software and tracking.
  • Coordinate and manage recruitment firms and internal recruitment processes and candidates.
  • Manage all stages of the recruitment lifecycle process. 
    • Organize the initial screening process for potential candidates.
    • Coordinate interview process with candidates and appropriate stakeholders.
    • Collect and document interview feedback from interviews.
    • Maintain contact with candidates throughout the interview processes.
  • Attend recruiting events, job fairs, technical conferences for recruiting efforts.
  • Maintain company retention program.
  • Maintain company certification tracking management program.
  • Organize and manage onboarding processes.
    • Coordinate with appropriate stakeholders to assist in DoD clearance processes.
    • Conduct day one onboarding processes in office.
  • Perform other duties as assigned.

Required Education and Experience:
  • Preferred to have a Bachelor’s or Master’s degree in computer science, engineering, or human resources.
    • In lieu of a degree, 5+ years of direct related cyber security recruitment experience may be substituted.
  • Ability to pass extensive background checks.
  • Preferred to have IT/Cyber Security certifications.
